Strongest supporting evidence
The SEC found that AirFox completed its ICO on 5 October 2017, selling about 1.06 billion AIR to more than 2,500 investors for approximately $15 million.
Carrier EQ's amended Form 10 records that AIR transfers were locked on 16 November 2018 and that exchange trading continued only until the tokens were delisted, with the final close on 26 November.
On 30 June 2021, Carrier EQ filed that it had decided to discontinue AirToken development and end the project because AIR was not transferable and its prior market no longer existed.
AirFox publicly launched an AIR-enabled dApp in April 2018, establishing that the token had limited product utility before the later lock and discontinuation.

Strongest counterevidence
Carrier EQ itself continued after a Via Varejo affiliate acquired it in May 2020; that surviving corporate fintech business is not evidence that AIR remained usable.
Airfox published about its banQi fintech work in January 2021, but the post does not describe AIR development, transferability or a restored token market.
The AIR contract and balances remain queryable on Ethereum, but an extant ledger record does not overcome the issuer's filing that transfers were locked and the project ended.
